Any Dial-Up ISP's that are free still?
I live in arizona and there is no dial up. Nope.avi. There is this http://aztec.asu.edu/ But I could not set it up at all. I tried putting the number in but it didn't work. If someone can get it to work, can you please take pictures and show me? (how to connect to that, that is). That is the reason I havent been here in a long time. I have PSO v.1 for dreamcast and EP 1 and 2 plus for gamecube. If someone gave me a broadband adapter all would be (for gamecube, seriously, gamestops and stores have them for $1, even though there arent any near me).

My regular ISP provides 20 hours of free dial-up every month, and charges 1 dollar per hour after that. I believe most ISP's in the US provide 10 hours of "emergency" dial-up per month Perhaps you should check with your regular ISP if they provide this service. After all, 10 hours is better than nothing.

Nope cox does not. Or as I should say, its not worth it to talk to Cox. They may have the best internet in arizona, but support is very eh.

Sadly, it's not free, but it almost practically is, considering the price: $4.70 for 100 hours a month.

I used to use VTisp back around June 2010 to April this year. I never had any problems with it.
The following link is for Arizona phone numbers via VTisp:

There's also their "low-cost" alternative, VTRocket, which is $3.90/month for 30 hours, $5.40 for 120 hours, and $9.95 for Unlimited (12 hours a day). They also have numbers in Arizona.

Otherwise, I usually play on PSO PC via Comcast Cable, and they don't offer free dialup. When I had AT&T, they did... I only used my Dreamcast account to make transfers with my PC characters, and I haven't subscribed to that dialup ISP for a while.
I live in Georgia, so I don't think free dialup exists here, either. You're likely looking for a free dial up ISP because you don't have a card, right? I used my PayPal Debit card with my line of credit to pay. I bet if you use a reloadable card, it may work.
P.S.: I also just randomly found this, in a futile effort to look up free Georgia ISPs again:

$6.95 for apparently unlimited service but not without free phone support; $10.95 for free phone support. And they take PayPal.
Yeah, there seem to be quite a few cheap costly ones online, but I haven't seen any free ones, so unfortunately, you might have to break out the cash, check, or a card to use dialup. :/
