Rati doesn't exist. There's no such thing as a fourth evolution, except for using Mag cells.

i think i just figured it out. rati (pictured below) became available in GC Episode 1&2, and you can't get it on pc. would it be possible though, to make a 'GC Allowed' Team from a PC and recieve Rati from a GC player?
