Ice Staff: Dragon and other VH drops-Question

I'm an EP user and I found an Ice Staff: Dragon. The wand does not increase ice attacks by 20% as stated on pso-world. Why not?
Also, while playing as a Pinkal ID on EP, do I have a better chance of finding a Psycho Want on VH as stated on pso-world or Ultimate?

Technique boosts do not exist in V2; Sega added them in V3.
Your odds of getting Psycho Wand are vastly superior in Ultimate on EP as compared to Very Hard.
