Went on a hunch and found out the secret playing solo...lets just say using a force with no srank weapons is a terrible, terrible idea to do when you find the secret.
I'm pretty sure I used rafoie more times in that one circumstance than I did in the entirety of my time of me playing my force on PSO...
I have to admit though, it was pretty hilarious, was like "nah there is no way" then "....oh fuck" xD

My wife plays on Dreamcast. When she plays this quest solo, hidelts also appear in addition to hildetorrs. Whenever we play together, only hildetorrs appear. Are hildeblues supposed to appear too? Perhaps crossplatforming dc and pc causes the bug.

One problem is that PSO PC has no load screens, so when you start a quest, you instantly load into it. DC, on the other hand, has to endure 10 seconds of loading first. If PC still had load screens, the bug would not happen.
Another problem is that DC players tend to be laggier than PC players, so while a PC player may receive and initialize the quest instantly, a DC player may need a few more seconds to receive all the quest data and initialize the quest. The reverse could even be true if a PC player was using dial up, while a DC player was using broadband. If the laggy player wasn't so laggy, the bug would not happen.
Finally, the server doesn't do anything to address these discrepancies. Sega's Dreamcast server helped to ensure that everyone loaded quests simultaneously by throttling the sending of quests. Even if you used a BBA, quests were sent much slower than even dial-up speed -- about 1 KiB/sec. By forcing all quests to download very slowly, Sega ensured that even people with the worst of connections would not fall behind those with fast ones. SCHTServ doesn't send quests that slowly, but instead it has a quest delay that prevents the quest download from completing until all players are at the end of the download, so everyone finishes at the same time. If Sylverant mimicked one of these behaviours, the bug would not happen. (I've asked BlueCrab about it, but unfortunately the way the server is coded right now would make doing this very difficult. It would probably be easier to do on GC, because I believe Sega added a special function to GC for this very purpose. Since Ver.2 doesn't have that function, it requires more effort to get the same effect.)
In the end, I gave up trying to do quick work-arounds and made a more substantial change to the quest that should prevent the problem from happening again. If it anyone still sees it, I will not only be baffled, but I'll be rather upset, too.
