New MotD and Info Board on Cephei

The DC/PC/GC only ship (currently Cephei) has a new Message of the Day as well as Information Board viewed at the counter. The new MotD:

Ver.2.

2) Lost HEAT SWORD, Lost ICE SPINNER, and Lost
SOUL BLADE are now cross-platformm compatible
between DC Ver.2 and PSO PC.
